To minimise expensive retrofit costs, the Government should bring forward the implementation of the Future Homes Standard to 2023 instead of 2025.

The Government must have integrated and coherent policies, such as an effective energy efficiency programme that complements and aligns with the target of 600,000 heat pump installations per year by 2028.
