Conclusion
Central Government must take overall control of the new towns programme and should treat it as a major national project. All the problems identified in this report could be solved more easily if the key players involved could be sure that current government is committed to seeing the programme through to completion. Developers, the construction sector, training providers, utility firms and others all need the confidence to invest and expand production. New towns could be a powerful stimulant for this, but only if the key players involved can trust the Government’s commitment to the programme.
