Diann Black-Layne, Lead Negotiator on Climate Change, Alliance of Small Island States, told us that: The frequency and intensity [of hurricanes] is increasing, and this increase is caused by pollution that is not our fault. […] Ideally, climate justice should kick in and those who are polluting should compensate us. What happens is that they say, “Oh no, go to the World Bank. Borrow this money and then you are going to have to borrow every single time.” That is not sustainable.165
