Mr X complained that the Council failed to take action concerning a neighbour feeding birds in the street.

The Ombudsman found that the Council received Mr X’s concerns, but did not record it as a complaint and consequently it was not investigated.

The Ombudsman sought and obtained the Council’s agreement to apologise to Mr X by the end of the current calendar month and to investigate the issues raised under its Corporate  Complaint Process.
