Recommendations

In particular, managers must implement fully the health board’s Lone Working Policy and Policy for Managing Work Related Driving Risks.

While that omission does not have any bearing on this inquiry, it could be relevant in future accidents and consideration should be given to ensuring that such sites are preserved in future.
