Recommendation, verbatim from the inquiry

●Inquiry recommendation

Where specialist services for children are concentrated in a small number of trusts spread throughout England, these trusts should establish Family Support Funds to help families to meet the costs arising from travelling and staying away from home. The Funds should be administered flexibly and should not be limited to those on income support or with low incomes.

There are national schemes to support people with travel costs to / from hospitals, for example, the Healthcare Travel Costs Scheme (HTCS) which enables those who meet certain criteria to claim a refund of reasonable travel costs.

The Government rejected this recommendation.

In its January 2002 response, the Department of Health rejected any proposal to extend the hospital travel costs scheme, but said it would encourage trusts to use their discretionary powers to support families visiting relatives, including children.

Site note: The Thirlwall Inquiry legal team's own notes on implementation, from its Review of Implementation of Recommendations from Previous Inquiries into Healthcare Issues (version of 15 May 2024). The review does not colour its Extent of Implementation cell for this recommendation green; it leaves the cell uncoloured where a recommendation was rejected, where evidence of implementation was insufficient, or where steps had been taken but implementation was not yet complete.
