We would be pleased to offer the Committee a classified briefing on the Strategic Effects Cycle (SEC), which has been designed to cohere, prioritise and direct the delivery of global Defence activities across the three levers of Defence to achieve the Department’s strategic outcomes and objectives.1 The SEC translates Departmental policy into actionable effects from which Defence activity can be designed. This direction is captured annually in the Global Integrated Plan (GIP), which serves as Defence’s five-year activity plan, balancing all Defence levers and tools across regions within resource constraints. It incorporates measurement of effect analysis and quarterly stocktakes to monitor in-year performance and will be used to deliver the Defence Diplomacy strategy.
