Conclusion (the committee's words)
Captain Anurag Bisen, Research Professor at the Manohar Parrikar Institute for Defence Studies and Analyses, told us that India was concerned by the strategic implications of China’s access to Arctic maritime routes: “In so far as China is a principal adversary of India, the opening of the Northern Sea Route would mitigate China’s so-called Malacca dilemma to a large extent. It would, therefore, need a re-evaluation of the resultant strategic maritime advantage that India holds”. 158
