It remains to be seen whether these developments represent a durable change in the EU’s geopolitical role. For example, the EU has not achieved a clear and united response to the conflict in Israel, Gaza and the wider Middle East, reflecting greater divisions between EU Member States than was the case in response to the Russian invasion of Ukraine.
