Richard Cook, Chief Development Officer at Clarion Housing Group, commented that “the sector has really struggled” with innovation in construction methods. 135 As with construction materials, innovative methods create additional perceived risk to the project, incurring higher costs over time. 136 We heard this is particularly true with modern methods of construction (MMC), where the warranty market is fragmented due to historical challenges. 137 Box 3: Modern methods of construction Modern methods of construction (MMC) is a collective term for building methods that are designed to be more efficient and effective than traditional construction methods. Methods covered by the term range from factory-produced structures that are built entirely offsite to modular components that enable structures to be assembled more quickly or easily onsite. The Built Environment Committee conducted an inquiry on the MMC industry and published a letter to the Government on the topic in 2024. 138
