New towns are a once-in-a-generation opportunity: purpose-built communities which will be built in one cohesive effort. These are the perfect blank canvases to demonstrate best practice for infrastructure and utilities and act as proving grounds for innovative technologies. As Mr Colville told the Committee in relation to water reclamation technologies: “if we cannot do it with these new towns, we will never do it.” 83
