BBC faces sustained financial pressures from real-terms licence fee reductions, requiring significant PSB savings.

Conclusion
The BBC faced sustained financial pressures due to real-terms reductions in licence fee income, which rose only modestly to £3.8 billion in 2024–25, compared to £3.7 billion in 2023–24. The rise was due to an increase in the cost of a licence following two years of frozen pricing, despite rising costs and inflationary pressures. As part of wider transformation activities to deliver greater value for licence fee payers and enable reinvestment, the BBC set a target of £700 million in annual recurring public service broadcasting (PSB) savings by March 2028 and had achieved £564 million by the end of 2024–25. These savings were accompanied by difficult decisions, including headcount reductions and service changes, aimed at maximising value for licence fee payers while continuing to invest in digital transformation and high-impact content.27 The BBC told us that these measures were essential to maintain its PSB remit in a highly competitive global media market.28
