Recommendation
The quality of information provided to Parliament to enable it to perform its constitutional role is vital. Some ECHR memoranda are not of a sufficient quality to assist our scrutiny. The Government must improve the timeliness and quality of the information it provides to Parliament about the human rights implications of its legislation. The Government should also put its commitment to publishing human rights reasonings and justification for all Government Bills, which we welcome, on a statutory footing. The Bill of Rights should be amended to this effect (see Annex, Amendment 10). (Paragraph 165) 114 Legislative Scrutiny: Bill of Rights Bill
