Section 19 of the Human Rights Act must not be repealed.
Conclusion
Section 19 of the Human Rights Act must not be repealed. Its provisions should instead be strengthened to require statements of compatibility to be provided upon introduction of a Bill rather than before second reading. The Bill should be amended to this effect (see Annex, Amendment 10).
