Recommendation
If unabated natural gas is to play a role, the Government must explain how this is compatible with climate change targets, in particular the Sixth Carbon budget and a decarbonised electricity system by 2035. If it will not pursue a strategic reserve, it must explain how the energy system will respond to shortfalls of renewable generation such as those highlighted by the Royal Society.
