Recommendation
The Government should commit to, and develop plans for, a strategic reserve of energy storage alongside commercially operated storage on the scale suggested by the National Infrastructure Commission. This could be in the form of facilities owned and operated by the Government or strategic reserve storage capacity could be contracted out. If the Government intends to procure strategic reserve energy storage, it needs to work with industry to set out procurement terms and a scale of funding that will ensure a stable reserve and security of supply.
