Recommendation
When regulators are given additional responsibilities, they should publish an assessment of the resources necessary to fulfil them and whether they currently have sufficient capacity. If this assessment shows that the regulator does not have the necessary resources or the ability to raise them, the Government should set out how it will ensure adequate resourcing.
