Conclusion
The Residential Women’s Centre in Swansea was due to open its doors two years ago; however, the previous UK Government reallocated the funding and we are still waiting on the current UK Government to decide whether the project will be going ahead at all. These delays are unacceptable, as is the lack of clarity around how exactly the centre would operate and what its admissions criteria would be. Wales does not need a women’s prison, however there is great need and desire for trauma-informed alternatives to custody. If the centre proposed for Swansea can deliver on this and not just become a prison in all but name, then we welcome it. (Conclusion, Paragraph 73)
