Conclusion
We recognise that the justice system in Wales has been under immense strain in recent years—peaking in the summer of 2024 when demand for prison places came concerningly close to exceeding supply—and agree with Minister Timpson that it is best to wait until the system has stabilised before introducing further changes. However, exploring the devolution of aspects of the justice system was a manifesto commitment, and cannot be delayed indefinitely. We are persuaded that there is merit in testing and exploring the benefits of a devolved approach to probation and youth justice. (Conclusion, Paragraph 25)
