Recommendation 2

We recommend that the Ministry of Justice engage and co-ordinate with the Welsh Government and its associated agencies as early as possible when formulating policy, adopting co-design and co-commissioning approaches where feasible, so as to ensure that policy meets the needs of Welsh offenders and is sensitive to Wales’ unique delivery landscape. The Department should seek to replicate the collaborative approach displayed in the design of the Women’s and Youth Justice Blueprints, as well as in the recent agreement for the two governments to develop a Memorandum of Understanding for probation and youth justice in Wales.
