Conclusion
While all similar public sector organisations can make a case for increased funding to deliver more, we conclude that poor internal processes, particularly around prioritisation, were more of an issue for organisational failings than the total funding envelope. Resource constraints were exacerbated by the failure to prioritise the production of core statistics adequately. (Conclusion, Paragraph 97)
