Paragraph: 43
UK SIDS Strategy omits loss and damage, despite advocacy opportunity on fund board
Conclusion
The Committee is concerned that, given its importance to Small Island Developing States, the UK SIDS Strategy makes no mention of issues of loss and damage. We are also disappointed that, having stated its aspiration in the SIDS Strategy to “lend [ … ] our voice to advocate for issues important to SIDS internationally”, the UK opposed the SIDS’ position and supported the hosting of the Loss and Damage Fund in the World Bank, even if this was on an “interim” basis. However, as holder of a seat on the Loss and Damage Fund board, the UK now has the opportunity to advocate in favour of the SIDS’ position in decisions over how finance will be disbursed.
Government Response Summary
The UK will advocate for minimum allocations for SIDS and LDCs through its seat on the Loss and Damage Fund Board and push for ambitious financing, including new and innovative sources and highly concessional finance.

The UK was one of the first countries to pledge support to help to establish the new Fund for responding to Loss and Damage. Through our seat on the Fund’s Board, the UK will push for minimum allocations for the poorest and most vulnerable countries and communities, particularly for SIDS and Least Developed Countries (LDCs) to ensure that they receive the support that they urgently need. UK representatives will push for ambitious financing for the Fund including by diversifying the funding base and exploring new and innovative sources of financing. The UK also recognises the need for highly concessional finance for interventions to address Loss and Damage.
