Alex de Waal, Executive Director of the World Peace Foundation, Tufts University, has described the provision of permits and access to Tigray as a “process of death by bureaucracy” through “drip, drip arbitrary individual permits” with permits issued in a manner that only allows piecemeal, ad hoc access.89 These access permits are not recognised by all combatants.90
