Conclusion
On 3 March, the Ethiopian Prime Minister announced that aid agencies could operate in the region by providing a notification to the Ministry of Peace.87 Access has improved slightly as the Ethiopian Government has eased some of the initial restriction. However, humanitarian aid staff face considerable deliberate obstructions to their work. Paul Turnbull, UN WFP Ethiopia, told us the scale of fighting, and the associated security issues, was limiting effective access which meant it was not possible to get a full picture of what it was like everywhere in the region.88

Ensuring access and safety for humanitarian actors remains a key priority of the FCDO response. This issue has been raised bilaterally by FCDO officials, and the Foreign Secretary, on multiple occasions, with the Ethiopian authorities. We continue to work closely with likeminded partners to improve access alongside efforts to reduce levels of conflict and find a political solution to the crisis.
