Cecília da Silva Bernardo, Representative of the Least Developed Countries Group and Co-Chair of the Adaptation Committee of the UN Framework Convention on Climate Change (UNFCCC), told us that one of the biggest challenges for LDCs was insufficient capacity and expertise to plan and implement adaptation programmes by themselves in the long term.49 In her words: Capacity is not being built at a national level […] When the consultants are gone, their knowledge goes with them.50
