Recommendation
To prevent the further erosion of the social housing stock, we urge the Government to set out how it plans to fully fund the one-for-one and like-for-like replacement of every home sold under the proposed extension of the statutory right to buy to tenants of private social housing providers. One-for-one replacement must be completed within The Regulation of Social Housing 69 three years of the sale. We also call on the Government to publish its assessment of whether extending a genuine right to buy to tenants of private providers might result in the ONS reclassifying the sector as part of the public sector.
Government Response Summary
The response focuses on setting clear outcome-based expectations for registered providers and seeking assurance that they are achieving them, but it does not address the specific recommendations regarding funding for regeneration or amending the Affordable Homes Programme.

7. Our overall intention for the new standards will remain to set clear outcome-based expectations that all registered providers must meet, including in relation to how they deliver their services to achieve the right outcomes for tenants. The sector is hugely diverse. By setting outcomes that registered providers must achieve, and seeking assurance that they are achieving them, registered providers and their tenants are enabled to design the most appropriate way to meet their outcomes according to the needs of their tenant base. An important part of the assurance we will be seeking will be how providers take into account the views of tenants in the management of their homes and that tenants are given opportunities to influence providers’ policies and decision making with respect to housing.
