To reduce the social housing sector’s reliance on outdated stock, we recommend that the Government introduce funding specifically for regeneration that does not require the delivery of net additional housing and deliver on its commitment to increase the supply of homes for social rent. We also recommend that it amend the Affordable Homes Programme to remove the requirement to deliver net additional housing.

7. Our overall intention for the new standards will remain to set clear outcome-based expectations that all registered providers must meet, including in relation to how they deliver their services to achieve the right outcomes for tenants. The sector is hugely diverse. By setting outcomes that registered providers must achieve, and seeking assurance that they are achieving them, registered providers and their tenants are enabled to design the most appropriate way to meet their outcomes according to the needs of their tenant base. An important part of the assurance we will be seeking will be how providers take into account the views of tenants in the management of their homes and that tenants are given opportunities to influence providers’ policies and decision making with respect to housing.
