Ms A complained that Rhondda Cynon Taf County Borough Council failed to communicate and ignored safeguarding concerns.
The Ombudsman noted that communication had taken place between Ms A and the Council in November 2025. The Council had asked Ms A to present a list of her concerns so that it could decide what it could investigate, explaining that it could only consider concerns from the previous 12 months, and concerns that had not been investigated previously. Ms A provided a list of concerns to the Council on 26 November 2026. The Council did not provide any further response. The Ombudsman decided to settle the complaint without an investigation.
The Ombudsman sought and gained the Council’s agreement to, within 2 weeks, apologise to Ms A and obtain details about the list of her concerns, and then within 1 month, provide a response to advise Ms A of what concerns will be taken forward to be considered as a complaint.
