Mr X complained Carmarthenshire County Council allowed his neighbours to build garages and drives on Council land with no charge when he had to pay 14 years ago for the same stretch of land.

The Ombudsman concluded that the Council had failed to respond to Mr X’s complaint made in November 2023 in line with its complaint process. The Ombudsman said this had caused uncertainty, frustration, and inconvenience to Mr X, and decided to settle the complaint without an investigation.

The Ombudsman sought and gained the Council’s agreement to apologise for the delay and inconvenience caused, issue its complaint response within a week, and offer a time and trouble payment of £75.
