Mr E complained that Flintshire County Council denied an application for school transport for his second son when it approved the application for his older son the previous academic year.

The Ombudsman found that the Council failed to fully explain its decision as it did not provide important information for its denial of the second son’s application. She found this caused additional frustration and confusion to Mr E.

The Ombudsman decided to investigate the complaint without an investigation. She sought and gained the Council’s agreement to write to Mr E, within 10 working days, with the information it failed to relay in its complaint response and its apology.
