The Council was not at fault in the emergency support it provided to Miss X. It was at fault in its review of her care needs: the care and support plan contained confusing wording which suggested the Council needed to consider her health needs before it could consider increasing her care hours. The Council’s fault caused Miss X uncertainty over the level of care the Council should provide to her. The Council has agreed to apologise to Miss X.
