There was fault in the way the Council communicated its home to school transport policy for September 2025 school admissions. There was also fault in how it considered Mrs X’s appeal for home to school transport. These faults have caused Mrs X frustration and uncertainty that her appeal was decided correctly. The Council has agreed to apologise to Mrs X and offer her a fresh stage two appeal hearing.
