We will not investigate this complaint about the Council’s failure to require a developer to enter a section 278 agreement to enable it to remove two highway trees. We do not consider Ms X has suffered a significant personal injustice because of this. Also, we consider further investigation will not lead to a different outcome and we cannot achieve the outcome the complainant is seeking.
