We will not investigate this complaint about the educational provision made by the Council for Miss X before 2024. This complaint is late and there is no good reason to exercise discretion to investigate it now. The Council operated its complaint process and Mrs Y could have escalated Miss X’s complaint about more recent educational provision, but she did not did not proceed further when the Council took the action she wanted. We would be unlikely to find fault with the Council’s actions in dealing with Miss Y’s complaint if we were to investigate.
