Ms X complained about the Council’s failure to collect her medical household waste. She also complained it failed to provide sufficient bins to meet her household’s medical requirements. We find the Council at fault for failing to consider its discretion when considering Ms X’s circumstances. This caused Ms X distress. The Council has agreed to apologise, pay a symbolic remedy, and reconsider whether to issue Ms X an additional bin. It has also agreed to implement a service improvement.
