Summary (the LGO's words, from its website)

Mr X complained about the way the Council handled penalty charges notices issued to his partner, who is the registered keeper of the vehicle he drives. The Council was at fault for failing to consider Mr X’s representations on behalf of Ms Y, and for failing to consider exercising discretion to review his later representations before instructing enforcement agents. The Council should apologise and provide Mr X a symbolic financial remedy in recognition of the impact this failing had on him.
