We found fault on Mr Y’s complaint about the Council’s delay deciding a homeless referral from another local authority, deciding it owed an interim duty to provide accommodation, and failing to address his formal complaint properly. The Council agreed to send an apology, make a symbolic payment, review why delays happened, provide officer training, improve communication, and ensure rights of reviews are set out in relevant decisions, and complaint responses fully address complaints made.
