We found fault with the Council delaying for 20-weeks outside the statutory timescales in producing Ms X’s child’s Education, Health and Care Plan. We also found fault with the Council using Ms X’s private Educational Psychologist report, without reimbursement, in the Education, Health and Care Plan rather than sourcing its own. The Council agreed to provide an apology, reimbursement for costs incurred sourcing private reports and a symbolic financial payment for the injustice its fault caused.
