There was some fault in the way the Council publicised its new home to school transport policy. However, this did not cause Mr X a significant injustice as on balance this would not have affected Mr X’s decision regarding the school applied for their child to attend. There was no evidence of fault in the way the appeals committee considered Mr X’s appeal against the Council’s decision not to provide free transport.
