Mrs X complained about the delay from the Council in issuing her child’s Education, Health and Care plan. She says that because of the delay, her child lost out on special educational provision. Also, due to this they were delayed in changing schools. These failures caused both Mrs X and her child distress. We found the Council at fault. It delayed in issuing the plan for four months.
