We will not investigate this complaint about the Council’s decision to issue a CIL Liability Notice to Mr X’s company. We have not seen enough evidence of fault in the Council’s actions to justify an investigation. Also, Mr X had the right to appeal against the surcharge which is reasonable to have expect him to use.
