The Council was at fault. It did not secure all the special educational provision set out in Miss X’s child, Y’s, Education, Health and Care (EHC) Plan. The Council will apologise and make a symbolic payment to Miss X to recognise the injustice this caused to Y and their family. The Council will put a service improvement in place to prevent similar fault in future.
