Mrs X complains the Council failed to provide the Speech and Language Therapy outlined in her child, Y’s Education, Health and Care Plan. Mrs X also says the Council has failed to meet the agreement set out in Y’s personal budget. Mrs X says this has left Y without provision and has caused her distress and financial implications.
