Mr X complained about the Council’s handling of his child’s Education, Health and Care Plan, including a delayed Annual Review. We found avoidable delay by the Council in completing the Annual Review, which caused Mr X avoidable distress. The Council had apologised to Mr X but to suitably address the injustice to Mr X, the Council also agreed to increase its offer of a symbolic payment.
