Ms X complained the Council delayed issuing notices after two annual review meetings and delayed issuing the final Education, Health and Care Plan for her son. Based on current evidence, the Council accepts that it did not meet the statutory timescales for the EHC Plan reviews and that this caused distress and anxiety. A symbolic payment to recognise this is proposed.
