The Council was at fault for reviewing Mr Y’s care without the involvement of a specialist deafblind assessor. The Council was also at fault for not meeting Mr Y’s care needs between December 2024 and April 2025 and for telling Ms X wrong information about the number of support hours it had agreed for Mr Y. This caused Ms X distress and uncertainty but did not result in Mr Y missing out on care. The Council should apologise and make a payment to Ms X.
