The Council was at fault for failing to house Ms Y and her family in suitable temporary accommodation. This was an injustice, for which the Council has already offered a suitable remedy. The Council was also at fault for giving Ms Y wrong information, which caused her avoidable frustration. The Council will apologise for this.
