Mr X complained the Council did not act properly to deal with noise from a local community centre. We found fault because the Council failed to adequately consider and review its decision about allowing Mr X access to a noise monitoring tool to record events from the inside of his home. This caused Mr X avoidable distress. To remedy the injustice caused, the Council has agreed to apologise to him and review whether it should grant him access to the monitoring tool.
