Mr X says that it is unfair to have to pay Council tax when he believes the Council is not providing adequate services in the area.

My assessment
Mr X says that the Council is not providing the services it is required to provide and he should not therefore have to pay Council tax.
Any dispute about the general level or adequacy of Council services affects all or most of the people in the area and the complaint is therefore out of jurisdiction.
Final decision
We will not investigate Mr X’s complaint because it affects all or most of the people in the area.
