Summary: We will not investigate this complaint about the level of council tax because it affects all or most of the population of the area.

Mr X complains about an increase in council tax.

We cannot investigate something that affects all or most of the people in a council’s area. (Local Government Act 1974, section 26(7), as amended)

My assessment

Any increase in the amount of council tax set by a council affects all or most of the population of the area. The Ombudsman cannot therefore investigate such a complaint for the reason given above.
